I am also having same issue after router reboot I see profile become active and get an IP from APN but it doesn't assign IP to router interface.
% Cellular modem line 0/0/0 is in use status 0x90440.
Do we have a resolution for it.

Has anyone been able to solve this?
Have the same issue with EHWIC-3G-HSPA+7 on ISR1921.
*Mar 9 22:05:09.495: %LINEPROTO-5-UPDOWN: Line protocol on Interface Cellular0/0/0, changed state to up
%Remove Dialer Profile Configuration first
*Mar 9 22:05:17.563: %CELLWAN-2-MODEM_UP: Modem in HWIC slot 0/0 is now UP
% Cellular modem line 0/0/0 is in use status 0x80440.
*Mar 9 22:05:29.959: %CELLWAN-2-MODEM_RADIO: Cellular0/0/0 Modem radio has been turned on.
There is no mistake in the configuration file! If you for example do shut and no shut for the Dialer interface everything will work fine, but for some reason it won't come up by itself right after reloading. Seems like a bug with the firmware of the modem or IOS. I also upgraded the 3G modem to the latest firmware, but no help.
This is a workaround I created (event manager applet). You can modify it for your needs:
event manager applet EEM-Watchdog-Restart
description "Watches for router reload to reset the Cellular interface for it to function properly. Workaround for a bug."
event syslog occurs 1 pattern "%SYS-5-RESTART"maxrun 30
action 1.0 wait 20
action 2.0 cli command "enable"
action 3.0 cli command "clear int cellular0/0/0"
