I don't know what is going on with my switch. I can't access the any kind of prompt after reboot. This switch will reboot normaly until it reaches the *Mar 1 00:00:49.863: %CRYPTO-6-ISAKMP_ON_OFF: ISAKMP is OFF
and then nothing - it doesn't continue. I can't even access the rommon or boot mode.
I appreciate your help

Thanks God, I am back in business. The problem is solved.
A bad connection between the Mode button on the swith front plate and the mini-board was the reason I could not even get into the recovery mode. I don't exactly why it could not boot. But as long as I can get it back to work I am ok. I have a backup of my config.
Now I need to make sure the password-recovery service is enable.
here what I did
- Physically opened the switch,
- Hold the mode button (directly on the mini board) and reboot the unit ā Release it when the light on top 1x went off
- Accept the message to reset to factory default
- type boot and voila problem fixed.

Now I know why I couldn't get the prompt after reboot my switch. Stupid mistake. I put the command NO EXEC under line cons 0.
I tested it on my home lab on switches and routers and got the same result. The solution is to use the recovery password trick for switch and router.
line cons 0
no exec
it means PROHIBITED ACCESS to console. So no prompt. Try it at home. It is fun.
