Is it normal for cisco 3560-8 port switches Vlan 1 interface to go down, when no user ports has anything to connected to it?
If it is, what can be done to alter that so that vlan 1 will still stay up even if nothing is connected to the access ports.

Yes it is normal if there are no ports active including trunk ports. Try adding this under the vlan 1 interface -
int vlan 1
no autostate
not 100% sure that command is available on 3560 switches. If it isn't without an active port or trunk link it will go down.
