At the time the switch powers on, there will typically be a surge up to the 350W limit; afterwards it will drop off considerably (i.e. within a second or so). Depending on PoE devices and SFP's, you might find it runs 100-150W.
PoE will subsequently be enabled, and will then start activating any PoE devices attached, up to the switch PoE limitation.
