Cisco 9200L switch ports not working

Hello dear friends
We have Cisco switch 9200L-48 port which the ports from 1-36 working normally,but from 37-48 only ports number 38 and 40 are working.
when you get status about the ports from CLI it shows that the ports 41-48 are up and connected to devices however these ports do not connected to any device and in case of being empty it shows that a device is connected to these ports and the line protocol and the status are up. When you connect a device to these ports ,the ports are not working and the do not become up and when you disconnect the cable they do not turn to down. They do not work correctly even by administratively up and down. When I reload the switch only ports 41-48 become up and these situation is so strange
I have tried so many ways such as format factory,default portfast,setting duplex and speed or any other stuff but they have not been a solution.
So I need your valuable information to solve my problem

Only one thing must you check
If port is PoE and sw can provide power to connect host then sw not up port.
Please check this point.

You mean if it is PoE port it will not become up and in case of connecting device like access point it becomes up ? Am I right?

wait a min. there is nothing connect to Port and port status show UP/UP CONNECTED ??
can I see show interface status & show interface

Can you "loop" any of the ports together?
(Plug an ethernet cable into port 10 and then plug the other end of that same cable into, say, port 14.)
Observe the logs.

- Some alternatives , 1) Use advisory software version : https://software.cisco.com/download/home/286320029/type/282046477/release/Amsterdam-17.3.5 2) Try defaulting the ports with 'default int x/y...' and configure them again as needed , 3) Connect to device with https://cway.cisco.com/cli/ , at the top left - press or run 'System Diagnostics'

Hi Aydin,
As per sh version switch is running in bundle mode. Conver it into install mode.Booting the switch in Bundle mode consumes more memory than the Install mode because the packages are extracted from the bundle and copied to the RAM.
