Cisco 9300 losing config after reloading

I am using Cisco 9300 48UXM-E, after configuring when I reload the switch I am losing configuration. Switch is coming as new and when we use command copy start run config is coming back. On my research I understood that config-register is not changing from 0x2142 to 0x2102 after reloading. Can anyone please help me to overcome this issue.

 out put of my sh boot, sho romvar, dir, sh run all | in service, sh ver, and sh log.  I've set it to boot from packages.conf (after a regular install activate commit of the bin) and the bin file both.    CONFIG_FILE= is obviously blank and I would assume needs to point to the startup-config file?

How/where do you set that?  Is it just CAT the packages.conf file and set the boot variable to point to packages.conf?  Does that CONFIG_FILE just need to be set to = startup-config or is there a specific file it should point to? in flash:? bootflash:?  somewhere else?

see this link describes how the boot process works on new 9300 switches different commands, we have issue were SWITCH_IGNORE_STARTUP_CFG=1 is set to 1 but no config to make it do so. present the https://www.cisco.com/c/en/us/support/docs/switches/catalyst-9300-series-switches/216850-configuration-register-equivalent-clis-i.html

I encountered this issue after updating a used C9300-48P to 17.09.05.

I resolved it by running these commands.

copy startup-config running-config
conf t
no system ignore startupconfig switch all
exit
write memory
reload 

 

It solved same issue for C9300-24P Version 17.12.04
