Cisco 9500 stack suddenly inaccessible

I have a pair of Cisco 9500 switches in a VSS stack that are running 17.3.5 release and have been up for 145+ days. Now it seems that I not only can't ssh to the device, as it no longer accepts my TACACS login and I can't even console into the switch without it looping through the console terminal to "hit enter to continue" with no avail to getting any local console access.

Power down the redundant unit and see if control, i.  e.  console &/or SSH access, is restored.
