The closest Cisco has is the CLI Analyzer. One needs to have a valid/active support contract for you to be able to use this tool.

While I understand what you are asking, the scope of the deliverable is vast and complex. It is sorta like feed EKG or MRI results to a machine and the machine will diagnose the problem, eliminating the need for physician. It may very well happen, after all who would have thought driverless cars OR delivery by drones to be real, few years ago.
