Can somebody explain to me what is use of default ACL and QOS in layer 3 switches. I am just new to networking i tried to research it but can't find the exact answer. Thanks!

Not sure I'm getting your point here.
If you're asking why we use acl for qos, it's to classify the traffic on which we want to apply some qos settings like dscp value or guaranteed bandwidth...
If that wasn't your question, can you be a bit more precise?
