I installed license on my Cisco 2911 license. And it istalled succesfully. But some of my licenses cant be active state. What should i do?

Index2 - Index4 was Non in Use state. But i repaired it by license boot module c2900 technology-package data (it worked).
But for Index4 - Index9, above command didn't match. So i cant change state. I tried this command, too
2901_Router#show license detail cme-srst
2901_Router#configure terminal
2901_Router# license accept end user agreement...
but it didn't work. I dont know why... PLEASE TELL ME WHAT IS WRONG AND HAVE ANY IDEA??? PLEASE HELP HELP HELP
