Cisco router 4431 ios upgrade

Dears,
which is IOS better for Cisco ISR 4331
denali 16.3.8 or everest 16.6.5??

As i have checked the BUGs on them and found many reload BUGs. So if anyone has experienced with them or one of them. 
Please Advise

Everest and Denali would the more stable packages but everything has bugs , doesn't mean you will trigger them though just from installing and running it
I have actually both running at the minute on different platforms but mostly switches , they have been stable so far

Denali 16.3.7 has been solid but as Mark said, every IOS has bugs. It is just some have more than others.
