Did you introduce the "login" or "login local" command in your vty and/or console lines? If you did that so you have to do a procedure similar to a password recovery but instead of change the "enable password" you have to configure a username with a password or eliminate those ("login" or "login local") commands from your lines, because the router is trying to use a local metod for authentication and you did not defined a user.
Please do not forget to rate useful post.

I think it is likely not an issue about configuring login or login local. Many Cisco routers come with a default configuration which has a one time use password. You are expected in the first time that you login using that password to create new login credentials. If you do not do this, as apparently is the case in the original post, then you are basically locked out of the router. Your comments about it being similar to password recovery but needing to create login credentials is spot on.
