I don't think so. No one has invented a 1000BaseT SFP with PoE.

As far as I'm aware, no SFP manufacturer has invented a GLC-T module that supports PoE.  

The only way around this is to get a GLC-T module and connect a Power Injector to power up the end device.

If you're going to get a 3850-24X, how many ports will require PoE?

Q1. A switch with 20 x SFP ports and 4 dual-personality ports in a 1 RU size.
A1: Cisco doesn't have this model.

Q2: A 48-dual-personality-port in a 1 RU size.
Q2: Cisco doesn't have this model.
