I don't know what I am missing here. This switch has 4 combo ports SPF / GibabitEthernet 21-24

None of the ethernet ports work but I can plug an sfp in there and it works. Do I need to do something different to turn these ports on for normal use?

I have switchport mode access

I've tried switchport mode trunk

no shut

Any ideas?

Those ports are called "dual personality". This means you can either use SFP or copper. You can't use both.

tried the media-type rj45 command but when I plug the Ethernet connection coming from my cable modem into port 24 the link light does not come on. I know you can't use both personalities at one time on this port but I am saying I can plug a copper SFP port in and it works. I would like to be able to use the bare copper port and not waste a module on this if possible.

IF the cable is connected to port 24, then do the following: 

1. Command:  test cable tdr interface G0/24; 
2. Wait for approximately 5 to 7 seconds; 
3. Command:  show cable tdr interface G0/24; and
4. Post the complete output to #3.
