Did you try connecting in different ports of the switch? I mean, putting the Laptop and router in different ports to see which port gives you connectivity.

As I could see, there are a few non-logic points that are present in the guide which could fix the problem, for example: "Turn off all the devices you're trying to connect to the switch and after all is connected, turn all on again".

small chance but still try checking if your cable is straight through or cross-over, in that case your new switch is not supporting cross-over cable.

so you're connecting the cisco switch to the tp-link router and the connection between the two is not connected.
The tplink router's 4 ports are actually switch ports, so connect the switch to the router with a crossover cable.
The tplink switch might have had something like MDIX running.
