can we configure new switch without console cable.does switch have default ip and telnet enabled by default.

no a switch doesn't have an IP configured by default and telnet is enabled but there is no password set nor any privileged enable password configured.

There is a different way to configure a new switch without the need for console-access. But you have to build a complete "Install-Infrastructure" for that so it's only worth the effort if there are many switches to install. The feature is named "Smart Install":
