Connecting QSFP+ breakout to Catalyst 9500-16x and link won't come up

Hey everyone! Been beating my head against a wall trying to get this to work with no avail. At this point I'm thinking it may not be possible but I need to make sure before I give up and try something else.

Anyways here is the situation:

I am hooking up a Cisco C220-M5 server that has a Cisco UCS VIC 1387 card, the card has two 40gbps QSFP+ ports on it (https://www.cisco.com/c/en/us/products/interfaces-modules/ucs-virtual-interface-card-1387/index.html)

 

I am trying to connect that to a Cisco Catalyst 9500-16x switch. The switch has 16 10 gpbs SFP+ ports on it

 

I have a QSFP+ to SFP+ breakout cable currently installed to do this (https://www.cdwg.com/product/tripp-lite-3m-40gbe-qsfp-to-10gbe-sfp-passive-copper-breakout-cable-cisco/4035064?pfm=srh)

 

On the server I have the port configured to be 4x10gbps and not a single 40gbps connection. The server can see the connector and everything and says it is compatible. I have no error on the switch side and each port just tells me it is down due to “notconnect”. All ports are administratively up.

 

I have checked the compatibility matrices to make sure this is supported on the switch and it looks like it is. If anyone has any suggestions or needs more info please let me know. Thank you so much!

 

Edit: oh and one last thing. I just described one connection but I have three servers with two breakout cables each and this is the case for all of them so it's not a faulty cable
