DUP! ping reply only when pinging broadcast 255

My local broadcast domain just started to get DUP! responses to broadcast pings.  I've looked around and can't find out way.  A normal ping to the same device does not cause a DUP!  The following tcpdump shows that only one mac address is responding to the ping.  What can be doing this?

The DUP message shown on the client originating the ICMP request, indicates receipt of an ICMP reply with an already received ICMP sequence number. You will get this whenever you ping a broadcast of multicast group (with receivers), it is expected behaviour.

 

However it is worth noting that not all devices will respond to an ICMP request sent to the broadcast address.

It is like everything on the network is doing this with a few exceptions, like 252, an ADT alarm system, and 81 that I think is an Apple.....  Funny that it is only Linux that shows DUP!, Windows 7/10 broadcast pings are normal.  Perhaps I've only been broadcast pinging from my LapTops until now.  It's possible.... :-0

 

I've put Wireshark on my Linux (had to do # chmod 777 /bin/dumpkeys to get the thing to work :-/) and I see the same thing as the tcpdump.  All sequence ICMP replys are not dumplcated.
