When I have a router interface with 100mbps full duplex configured, does it mean that the effective bandwidth is 200mbps (100mbps inbound & 100mbps outbound) ?

As you say, you would have 100 Mbps in each direction. Normally you would express this as "100 Mbps full duplex", unless you are in marketing .
