My understanding of it is that the bandwidth of the interface may have been modified to a value that does not accurately reflect the actual bandwidth in use.
This may have been done to influence routing decisions etc.
So by using a percentage greater than 100% for EIGRP you are simply telling it what amount of the actual bandwidth it can use ie. not the amount of the configured bandwidth.
