Etherchannel Port state=Down Not-in-Bndl

I have a problem with the interface in Etherchannel.

The Etherchannel is set up between stacked 4x2960 and 4x3750 switches.

The link has two ports on each side, but only one is active.

2960:

Group Port-channel Protocol Ports

3 Po3(SU) - Te3/0/2(P) Te4/0/2(D)

switchport nonegotiate
channel-group 3 mode on

channel-group 3 mode on

3750:

what can be done to activate these ports?

It turned out that the optical fiber was damaged, thanks for the suggestions.
