Forced POE+ on a cisco 3560x

We are configuring several 3560X-24P switches for a customers new  system. We also have several cameras that need ~25W of power to  run(802.3at spec) These cameras will run with a PowerDsine injector but  not with the cisco switch. In troubleshooting it appears the cisco 3560x  wants LLDP or CDP to enable power beyond 15W. The camera uses the 2  event hardware classification but doesnt use LLDP or CDP.

I also read on the new upoe cisco models that you can run a forced mode:

"If   the end device is PoE-capable on both signal and spare pairs but does   not support the CDP or LLDP extensions required for UPoE, a 4-pair   forced mode configuration automatically enables power on both signal  and  spare pairs from the switch port."

Am I missing something or is there just no way to enable POE+ without CDP or LLDP with this switch?

So far we have turned the inline power to 30W and the police mode is currently off.

I too am facing the same problem. Does Cisco support a Class 4 Layer 1 only PD ? Cannot see anyone from Cisco answering this question.
