Gateway IP issue

If someone has given a gateway IP and due to that some devices have internet but not others, how do we troubleshoot and reach the device that has been mistakenly given a gateway IP?

• first of all... please confirm ...whether you network is implemented with  static ip or dynamic ip (dhcp)?
• if it is static ip address...Open command prompt,  type ipconfig or  ipconfig /all to check whether it is assigned with gatway or not 
• if it is dynamic address....which device is playing dhcp server....your internet router or  any dedicated server....?
• To prevent internet access for some users...you can configure some settings in the Router/server...
