what are you pinging on the switch , pinging local vlan interface wont give you accurate results as ping is not priority in COPP so will fluctuate depending on the load , best result is ping end to end with devices attached and using something like ip sla
if your already doing that cehck the cpu see if its under stress , show proc cpu sorted
