for RipV2 maximum hop count is 15 . does it mean 15 routers or switches or both. does hop count has to do anything with TTL

It means L3 hops so it is any L3 device that routes the packets.
RIP hop count is not the same as the TTL although they are both measuring L3 hops in their own way.

I agree with Jon, Hop count is the metric used by RIP and it represents Layer 3 devices like routers and multilayer switches with routing capability enabled. Hop count is not equal than TTL.
