Contact Cisco TAC and organize for an RMA.
Cisco developers have decided that when "no service password-recovery" is enabled, when "password recovery" is invoked during start-up the configuration is automatically erased. This is due to CSCvo02389.
There is no way to recover the configuration once "no service password-recovery" is used.
For the record, I am totally against this "feature" because it can easily be abuse and mis-used (exactly what is happening now).
