How to fix a 2960x with formatted flash? Is it dead?

I picked up a second hand 2960x on ebay with a formatted flash.  I can connect to it.  I have tried the following:

a.  Copy the IOS to a flashdrive, copy to flash and try to boot from there.

b. Try to boot directly from the usbflash.

In both cases the image verifies, passes digital signature verification reports it is uncompressed and installed, says it is loading but just sits there.  (Output below and attached.)  Is there anything I can do to resolve this?  thanks
