How to manage users from core switch ?

Is it possible in cisco switches to create users in core switch and push all users to other switches in the same network? As we manage Vlans through vtp server and client.

You ask an interesting question. In specific terms of your question no it is not possible to push user definitions from a core switch to other switches. But in more general terms it is possible to use an authentication server (using TACACS or using Radius) to configure a user and to have that user recognized by multiple devices in the network.
