I just got a new cisco 3825 router and logged in to it via username: cisco (one time use only). However, before I change the username, I rebooted router, then I can't log in. How can I reset the user name to login?

Hello Mcmillansc,
if the device is configured for asking a username / password for example with login local under line vty 0 4 (telnet/ssh sessions ) or under con 0 ( console) and no username password pair is configured your only option is is to perfom password recovery procedure.
During the password recovery procedure there is one step that configure the config register in order to ignore configuration file at next reboot.

and more specifically:
follow the procedure carefully you need a console cable, hyperterminal and an Rs-232 DB9 port on your PC or an USB to RS232 converter
