How to set up a VLAN across two switches

I am trying to set up a VLAN across two switches, one is a Cisco SG200 and the other is an SG 220 series.  These are Layer 2 switches and configuration is by GUI only.  I've read the admin guide and it explains what various settings do.  What I'm missing is a cookbook of how to make the settings do something useful.

 

A Watchguard T40 firewall has one port connected to the SG200 port 1 for the normal subnet.  A second T40 port is connected to SG200 port 9 as the interface for VLAN 20.

 

The SG200 is connected by fiber to an SG220 at the other end of the building.  The normal subnet is working fine between the switches.

 

On the SG200, a test port is tagged 1UP, 20T.  Plugging into port 20 pulls a VLAN 20 DHCP address

 

The SG200 and SG220 ports that connect the two switches are also tagged 1UP, 20T, as is the final destination port on the SG220.  Connecting to the SG220 always pulls the subnet DHCP (never the VLAN 20 DHCP).
