License is not needed for this switches as it is only required for E and X switches (3750X/3750E). If you are entitled to download the IP Services image software, that can provide you the full routing features you are looking for.

Are you saying a Cisco "paper" feature license is no longer required for original 3750 series to run IP Services? Or, are you just saying the original series doesn't have an on-board license enablement/control feature as do the later E and X series?

Won't work. Your 3750 will boot into ROMmon because you are using an IOS file for a different switch model, a 3750 Metro Ethernet.
