If yes then it same you need to isolated hsrp.

Each site have it active hsrp SW.

Yes, it will work. The question is whether it helps to reach your goal and which goal you have. Do you want to prepare against the failure of a complete stack?

Actually, we have the two-cisco chassis which SW01 and CSW02. SW01 is install Rack 1 and CSW02 is install at Rack2. Because we already reduce a lot of port and also servers have migrated to cloud .We would like to doing tech refresh with most cost effective and archive HA also .

Depending on the number of switches, I would also consider using the 9300X stack as the Core/Aggregation-switch and all others as pure Access-Switches connecting to this Core.
