No, I don't think so.
HSRP is a first-hop redundancy protocol between two routers. It is used where you have a network or VLAN served by two routers, or two layer-3 switches (but NOT two interfaces of the same switch), and you want the hosts on that network to use one gateway address only. The gateway address is shared by the two routers.
Perhaps what you actually need is something entirely different. What are you trying to achieve?
