hwic-d-9ESW and a nm-16esw vlan database

I have one hwic-d-9ESW and a nm-16esw with ge-dard-esw module plug into. I have configured intra chassis stacking with cross cable between cards in order to use both switch card with 25 ports.
My issue is that the command in configuration mode "vlan 1000" returns "vlan cannot be added maximum of 16". It's seems that the primary vlan database is from hwic-d-9esw and allow only 16 vlan but I would like to use vlan database from nm-16esw in order to create more vlan.

Do you think it could be possible ?

I think because the switches are stacked, it uses the lowest common denominator which is 16.

It depends on what device you are installing the module to.

it's on a 2921 router.

When I only plug the nm-16esw, I can create 48 vlans but with the two modules and intra chassis stacking, only 16.

I think it's because the vlan database is from hwic-d-9esw which allow just 16 vlans.
