IE 3000 Layer 3 Switch and NAT routing

I've been configuring a Cisco IE 3000 switch to be able to route between two different networks and need it to translate IP address from one to the other as they conflict with each other. I'm unable to change the physical IPs of the devices and they won't have internet access.

 

From what I've read in the commands reference and software configuration guides these features are not available for the switch besides being classified as a layer 3 switch. The feature seems to be used in the IE 2000, 4000, and 5000 models with Layer 2 NAT from this link:

What is the reason for no support of this feature for IE 3000 switch? Why do they address it as Layer 2 NAT when IP routing is a layer 3 function? Will I have to use a IE 4000 switch to do 1-to-1 NAT for my application? Any information is appreciated for people who have configured these devices.

If I'm not mistaken, NAT is a function exclusive only to routers.
The command(s) may be there but it is software disabled.
