IE2000 - 2 IPs on one interface device, only 1 reporting.

Sorry ahead of time if this is confusing, I don't know specific terms to use to better explain what we got going on.

 

We have Axis Q6010-E & Q6075-E devices which combine to form one physical device.  Each device is programmed with a different static IP address.  Four have been installed to date; two were plugged into a Catalyst 2960CX and all is working correctly.  Two are installed on an IE2000 and we can only see one IP address across the network.  If we plug directly into the PoE injector for the Axis, we can see both IPs.  

IP addresses are sequential, and quadruple checked subnet/gateway to confirm.  

 

After we reset the device, both IP addresses can be seen across the network, but about five minutes later, one disappears.  We are having this issue in four different locations with six different devices.  I have reached out to Axis to help troubleshoot, but initially they came back with "if you can see both IP's at the PoE injector, then the issue is with the network."

 

I don't understand why the IE2000's are having a problem with these devices.  I would assume it would be treated like a "switch" on the interface, but I wanted to see if there is something I needed to set up in the config in order to allow both IPs to pass through the network.  Right now the config for the interface is just switchport mode access, vlan, and spanning-tree.

 

Any and all help is greatly appreciated, and I'll do my best to explain if there is some confusion.

 

EDIT/UPDATE:  Even though no changes have been make to the network, we are now able to ping the cameras from the core switch.  However, from the switch where they need to record, and from workstations or servers connected to the core, they can only ping one of the two devices per unit.  Attached is a picture to better show what we are seeing.  All cameras are the same models.
