How can I get the Inside and Outside Global IP's when configuring my 871 Ethernet Wideband Router? The ISP doesn't provide them.

I think that I do not understand the part of your question about global inside address. The inside address is generally dependent on the design and implementation of your network. Perhaps you can clarify this?
I also do not understand the part of your question about the global outside address. Is the router connected to a Service Provider? If so the SP generally provides either a static address and dynamically assigns an address for the outside interface. Perhaps you can clarify what your environment and topology are?

The inside IP isn't provided by your ISP because it's exactly that, it's "inside" your network.
