the catalyst 4500 supports OIR (online insertion/removal).
this allows for the chassis to be powered up and operational while providing you the ability to add or remove blades.
there may be an exception for those special blades that have specific powerUP/DOWN requirements such as an IDS blade that needs to power down its harddisk before removal.
