IOS upgrade remaps TE3/1/3 as TE 3/0/55

Has anyone seen this particular issue where upgrading the IOS on a 3850 stack re-maps a fiber port to a non-existent number?

Scenario:

Stack of 3 switches running 3.6.8 upgraded to 16.12.7. Each stack has 1/10GB NICs in them. After the upgrade it turns the TE 3/1/3 port into TE 3/0/55 and we are unable to use the port as you can't default it or make it a part of EIGRP... I have upgraded over 200 switch stacks to this code train and have never experienced this particular issue but it has happened twice in the last 4 switch stacks we have upgraded.

Things tried:
defaulting port- does not work
re-seating network card

The only thing I can think of trying next is to reload the switch completely without the network card installed.

I've never seen this behaviour before.  Raise a TAC Case before doing any reboot.
