It's been a while since I've delved into QOS, so I have a question about when policing/shaping kicks in.
If I police a class to 1MB on an ethernet 100MB link, and there is only say 15mbps of traffic going on, is the traffic in the policed class still only going to get 1mbps and anything over that will be dropped?

AFAIK, it depends on which type of QoS methods you use and also used commands (for example bandwidth vs priority).

Policing and shaping is active even when there's no congestion but...
Only when you overwhelm the circuit, the effect of shaping and policing will come into effect.
Lets say we have 2mbps,
If your peak traffic is like 1mbps then no Shaping and no Policing..
but...as soon as it goes over 2mbps.
