ISR 4331 console port interface

Cannot not putty into ISR4331 router via console port

1- Are you able to communicate on a different switch / router with the same configuration?

2- Are you sure you are plugging into the console port and not the aux or management ethernet port? 

3- Can you telnet/SSH to the router and check the console config?

Yes, make sure you are plugged into the light blue bottom left port. The 4331 also has the mini-USB option.
