Troubleshooting steps taken:

1.User has another device with the matching hardware as well as software and SFP is working fine on another router
2.moved working sfp to this router, it stops working on this device
3.cable has been swapped.
4.changed the remote end to a different port and port still not coming up
5.default interface on both ends. still no go.
6.removed the vrf configuration and tried again. no go
7.Asked the user to connect the devices back to back. no go
8.verified that the code is compatible with the SFP - GLC-TE.
9.checked the duplex and speed settings, which are configured fine.
10.Replaced SFP on the port, still facing the same issue
11. Device has been RMAed and still the same issue persists.

Thanks for the quick response!!

We had the device RMAed, and still facing the same issue with the new device.

The RMAed device might still have the affected serial number, can you check that ?

The RMAed device also belongs to the one in the Field Notice. I called cisco for a TAC case they say it is not under warranty or contract. let me try contacting the team in the FN.

looking at the docs you need to be on a specific or higher ios-xe version for LH sfps
