I have faced issue with 4510R switch (WS-C4510R).
The switch ping response from any local computer is (<10 ms) normally.
But, sometimes it happen that switch ping response become (>30 ms) & then, internet goes down and during above problem, CPU utilization of switch become 100%, but, normally utilization remain 20%.
I have also attached logs. Please suggest any solution

Your problem might be related to the log message that says "Duplicate address 172.16.92.1 on Vlan25, sourced by 0021.9be0.82ad". It looks like you have a rogue or misconfigured router on you network. Track down that MAC address and you might find the source of your problem.

using IEEE OUI search page the conflicting MAC address
00-21-9B (hex) Dell Inc
00219B (base 16) Dell Inc
belongs to a DELL
http://standards.ieee.org/regauth/oui/index.shtml
Vlan25 is up, line protocol is up
Hardware is Ethernet SVI, address is 0016.c72c.3fbf (bia 0016.c72c.3fbf)
Internet address is 172.16.92.1/22
So find out this misconfigured DELL Pc/server
