Issues with BootP from IOS to IOS-XR to NX-OS

Hey guys.

I have no clue what i'm missing here.  I have a device that lives on a cisco 4948e that I configured with the IP Helper (on the VLAN).  It's uplink goes to an IOS-XR device, which goes to another IOS-XR device and finally to the destination that lives on a NX-OS device where its trying to pull files from.  I do not see the request coming into that NX-OS device.  Feature DHCP is enabled.

I started debugging from the source, which I see the requests, and then on each hop.  The next hop on the ios-xr device, I see a lot of dhcp info (not very good with figuring out how to filter out bootp only in the debugs), but I don't think its the packet i'm looking for as it has an L3 source of 0.0.0.0 and a destination of 255.255.255.255 (unless this is how it behaves, not sure).

The next hop after that has zero debugging output for dhcp, which is the second ios-xr device.

I'm completely lost.  Any help would be appreciated.
