on the MLS switch it doesn't transfer the packet to the other MLS switches  over the routers

Hello,

 

you need to enable 'ip routing' on the MLS devices, and a routing protocol such as RIPv2 on the switches and the routers. Arrached the revised file (saved in Packet Tracer version 8).
