MS NLB using 1000V in Hyper-V issues

I cannot seem to get NLB to setup consistantly.  Sometimes I can get a NLB host to converge with no issues using either unicast or multicast.  But most of the time I can setup another NLB host in the exact same manner and I get "NLB not bound".

I use a port-profile that is set to enable MAC spoofing on the VM and has " no mac auto-static-learn" added to the config.  MAC is set to static in the VM.

I can ping other VM's in the subnet and across different hosts.

Well of course the second I reach out for help I end up solving the issue.  I ended up doing MS updates to my Server 2012 R2 machines and applying the following hotfix.
