Network latency below 1ms

If we want Maximum latency among all systems within a given data center should not exceed 1 Ms in any given month.

What are the steps or parameters we should take care

You need to insure you have sufficient bandwidth that your ports do not queue traffic for more than your latency allowance.  You might also look to see if your switches support cut through switching.
