New 3650 Switch not going into express setup when press Mode button

Hi,

I have a brand new 3650 Switch and have followed the Switch Getting Started Guide (as a new user). After Post it tells me to press the Mode button for 3 Seconds+ and the green lights to the right will all light up and the switch will go into Express Setup.

It looks like Post completed correctly but the green lights do not light up and there is no flashing lights suggesting it has not been previously configured. When I try to access the 10.0.0.1 admin web page nothing is found, with a DHCP network address and WIFI turned off.

I have tried power recycling the switch with no luck.

Any advise on next steps would be useful.

Cisco not only is the poorest tech support company in the history but from what I see they're even misleading you with their instruction manuals...Unbelievable what a messed up setup and surprisingly for so long in business still....
