We are setting up a new 9300 for our office. Do we need to install any licenses or should it be ready to go? Do we need to register this? why is it showing Eval mode?

Hello,
Yes, you need to have a license assigned to your account: https://software.cisco.com/
Since its new 9300 switch they using smart licensing and they "calling home" feature to check if you have a valid license assigned to your account.

Sorry it's not clear how this works. Could you please explain the process in a little more detail? Were we supposed to have received anything like a license to register? And are we supposed to add that license into our smartnet account or was it supposed to have been added by the sales rep?
I understand the calling home feature is used to activate the license correct?

More information about smart licensing and how it works you can find it here: https://www.cisco.com/c/en/us/products/software/smart-accounts/software-licensing.html
License usually isn't sold with the devices and you often need to buy it separately. If you bought it with license then you should get all instructions from cisco reseller (from whom you bought device) and you should contact with them.

Hi,
issue command "sh license right-to-use"
you should see something like this:
1 network-essentials Permanent N/A Lifetime
if you have network-essentials license installed.
Also, "sh ver" should show you the same thing
Technology Package License Information:
------------------------------------------------------------------------------
Technology-package Technology-package
Current Type Next reboot
------------------------------------------------------------------------------
network-essentials Permanent network-essentials
dna-essentials Subscription dna-essentials
if not, you would have to install the license you paid for.
