Nexus 7k Layer 2 configuration

We have two nexus 7K with F2 modules are used as the core switch N7K have 3 VDC , all the access switches are dual homed to two nexus switch ( VDC). All the SVI for the user access are configured in USER VDC in N7K. We need to make a layer 2 network for the public address system (COBRANET) . All the public address hosts will the connecting to the access switches (L2) and trunk to the N7K VDC allowing a single VlanID to span across the switches. Will this layer 2 configuration works ?

It can work if you are bringing the layer-2 to one VDC, because VDCs will not communicate with each other unless you have a physical connection between them.
